Why informational capture is the enabling condition for every other capture — and what genuine epistemic sovereignty actually requires
Consider what would be required for any of the captures the ICS program documents to work on a fully-informed subject. Attention capture requires that the person not recognize the slot-machine mechanics underlying their feed. Identity capture requires that the algorithmic curation of their social environment remain invisible. Economic capture requires that the cognitive bandwidth mechanism — whereby financial stress measurably degrades the prefrontal cortex — be unknown to the person experiencing it. Biological capture requires that the manipulation of beauty standards be naturalized, its upstream origin invisible by the time it reaches the peer group.
In each case, the capture is functional precisely because the captured person cannot name what is happening. The moment they can name it — can see the mechanism operating — the spell weakens. This is not metaphysics. It is the empirical basis of inoculation theory. And it means that informational capture is not one frequency among seven. It is the enabling frequency. The epistemic substrate.
The degradation of the information environment is not primarily the result of misinformation spreading unchecked, though that is part of it. It is the result of an architecture — built at the infrastructure level of search, social media, and recommendation — that has made accurate epistemic evaluation structurally difficult for ordinary users.
The evidence is specific. A study by Lai and Luczak-Roesch demonstrated that personalized search queries suppress up to 20% of topically relevant results — information that exists, that would serve the user's stated query, that the algorithm determines will not maximize engagement and therefore withholds. The user never learns of its absence. They receive a confident, complete-seeming response that is systematically incomplete in ways they cannot detect.
Jäger's 2024 integrated framework defines epistemic authority as requiring three simultaneous conditions: that a source have genuine competence in the relevant domain, that the audience correctly recognize that competence, and that the recognition be domain-specific — expertise in one area does not transfer to another. Digital environments systematically undermine all three conditions simultaneously. Fluency signals credibility regardless of accuracy. Reach is mistaken for validation. The authority of traditional gatekeepers has been delegitimized without being replaced by better mechanisms.
The result Lewandowsky and his colleagues describe as the epistemic crisis of democracy: not simply that false things spread, but that the conditions for distinguishing true from false have been structurally degraded. Democracy depends on a shared body of knowledge. That shared body is being deliberately dissolved — not through propaganda alone, but through the architecture of how information reaches people.
Beneath this structural degradation, there is a second layer: the specific tactics through which manipulative content achieves its effects. Researchers at Cambridge, working with Google Jigsaw on what became the largest prebunking campaign ever conducted, identified six recurring patterns:
Scapegoating attributes complex problems to identifiable out-groups, satisfying the human desire for clean causality at the expense of accurate analysis. Emotional hijacking exploits the well-documented finding that people in emotional states — particularly high-arousal negative states like fear and outrage — are measurably more susceptible to accepting false information. False authority exploits the evolutionary heuristic that trusts expertise, by fabricating or misrepresenting credentials. Conspiracy framing makes the absence of evidence into evidence of absence — any failure to find the supposed conspiracy becomes proof that the conspiracy is well-hidden. Decontextualization strips accurate facts of the context that makes them accurate, producing true-seeming claims that create false impressions. Discrediting attacks the messenger to avoid the message.
What makes this taxonomy significant is not that it is novel — these moves have been recognized by rhetoricians since antiquity — but that it has been operationalized. Once the grammar is named, it can be taught. Once it can be taught, resistance to it can be built before exposure rather than after.
The most important development in this domain over the last decade is not a new description of the problem. It is evidence that the problem can be addressed — at scale, across cultures, and without the side effect that critics most feared.
Psychological inoculation theory, originating in McGuire's 1964 work, proposes that pre-exposure to a weakened form of a persuasive attack — combined with a preemptive rebuttal — generates resistance to future full-strength versions of that attack. The mechanism mirrors biological vaccination: the immune system (psychological or biological) requires a controlled encounter with the threat to develop its defenses.
Simchon and colleagues (2025) re-analyzed 33 inoculation experiments covering 37,075 participants using Signal Detection Theory — a method that distinguishes genuine improvements in discrimination ability from simple changes in response bias. The key finding: inoculation consistently improves the ability to distinguish reliable from unreliable content without inducing generalized distrust. This was the central objection. The fear was that prebunking would make people skeptical of everything — including legitimate information. The data shows it does not. The intervention improves discernment. It does not produce cynicism.
The scale at which this has been tested is now remarkable. The EU Commission's 2024 election campaign, developed with Google Jigsaw and tested across 13 surveys in 12 EU nations (N=19,735), reached over 120 million YouTube users with short prebunking videos targeting scapegoating, decontextualization, and discrediting. A separate field study on Instagram reached 375,597 users aged 18–34 in the UK with a 19-second video targeting emotional manipulation. Both showed measurable improvements in the ability to recognize manipulative content and make better sharing decisions — including, critically, among older adults (45+) who had previously been considered harder to reach.
The intervention works. It scales. It can be delivered in under 20 seconds. The bottleneck is not the science. The bottleneck is the political will to deploy it at the same scale as the manipulation it is designed to counter.
The dominant institutional response to the epistemic crisis has been media literacy education and fact-checking. The research increasingly suggests both are necessary but insufficient — and that the framing underlying both is subtly wrong.
Fact-checking is reactive. It addresses specific false claims after they have spread, in a media environment where corrections demonstrably fail to displace the original misinformation in many people's memories (the continued influence effect). Media literacy education, as traditionally conceived, teaches people to be more critical consumers of content — but a landmark meta-analysis of 201 media literacy studies found it explained only a fraction of variance in actual media behavior. Teaching critical thinking about content does not automatically transfer to different content, different formats, or different emotional states.
What the evidence actually supports is something more structural. Macagno and Konstantinidou's 2024 framework proposes "informed epistemic trust" as the appropriate target — not the ability to evaluate scientific claims directly (which requires expertise most citizens will never have), but the ability to evaluate whether a source is credible in a domain. The "competent outsider" model. Lateral reading — the practice of leaving a website to verify it against external sources, rather than reading deeper into it — has been shown to outperform critical thinking instruction at every age group tested.
And beneath these specific skills, there is a cognitive disposition that Biddlestone and colleagues (2025) have shown can be directly cultivated through inoculation: actively open-minded thinking (AOT). AOT is the disposition to actively seek out information that might disconfirm one's current beliefs, to resist myside bias, and to hold conclusions loosely in proportion to the evidence for them. Studies show AOT is inversely correlated with misinformation susceptibility and conspiracy belief simultaneously. It is trainable. A single inoculation message against the failure to engage in AOT produced significant improvements in AOT scores and downstream reductions in both conspiracy beliefs and misinformation acceptance.
But here is what the informational framing alone misses: these epistemic skills are not equally available to everyone. They are available to those whose cognitive bandwidth is not depleted by financial precarity (Illumination V). They are available to those whose prefrontal cortex has not been structurally degraded by prolonged social isolation (Illumination VI). They are available to those whose autonomic nervous system has not been locked into chronic sympathetic dominance by an environment of perpetual low-grade threat (Illumination I). They are available to those whose identity has not been colonized during the developmental window by algorithmic curation of the social environment (Illumination II).
The epistemic substrate is real. But it is also dependent. The capacity for informed epistemic judgment — lateral reading, AOT, source evaluation — requires a mind that is not under maximal cognitive load. A body that is not under chronic stress. A sense of self stable enough to tolerate information that challenges it.
This is why the Illuminations form a spectrum rather than a list. The Informational is the enabling frequency — the precondition for all other captures. But it is not the only precondition. The captures support each other. The epistemic degradation makes the economic and relational capture easier to execute. The economic capture depletes the bandwidth needed for epistemic resistance. The somatic capture locks the body into a state that reduces prefrontal function. The relational capture isolates the person from the social reality-checking that might otherwise surface the manipulation.
Epistemic sovereignty, genuinely understood, is not an intellectual achievement. It is an ecological achievement. It requires not only the skills to recognize manipulation but the conditions under which those skills can be deployed — bandwidth, stability, autonomic regulation, genuine social connection. The information environment is the first thing that must be addressed. But it cannot be the last.
